1. MOE FINANCIAL ASSISTANCE SCHEME (MOE FAS)
Eligibility
• Must be a Singapore Citizen
• Gross household income limit = $1,500 (1 – 2 children)
• Gross household income limit = $1,800 (> 3 children)
• Family in receipt of social welfare aid (e.g. RUAS)
• The pupil is an inmate in welfare organisations
Coverage
• 100% of Standard Miscellaneous Fees ($5/-)
• Free Textbooks
• School Breakfast Fund ($1 per day)
• 100% of PSLE Exam Fees (MCYS-PAS case)
• 75% of PSLE Exam Fees (non MCYS-PAS case)
• Free uniforms and PE attire (2 sets), shoes (1 pair) and socks (2 pairs) on a need basis
Application Procedures
• Application is open throughout the year.
• Parents should obtain the form from the Office.
• Applications are to be accompanied by: -
- Payslips of all working members in the household
- Parents with no payslips will be required to submit their income tax statements or CPF contribution statements;
- Unemployed family members must also write a letter to declare that they are unemployed.
• If the application is approved, the office will call the parents to inform them of the results.
Explanatory Notes
(a) Household Income is the total income of family members who stay in the same household or who contribute to the income of the household. Gross income is income including allowances and employee's CPF contribution.
(b) Maintenance income received by a divorcee is to be included in household income.
(c) National Service allowance received by NS men, severance compensation and insurance payment are not to be included in household income.
(d) If the income earner is on no-pay leave for a specific period, he/she is not unemployed. His/her monthly income in months when she/he was not on no-pay leave should be assessed.
(e) For students who have no parents and are under the care of their relatives, the relative’s income would have to be taken into consideration if he/she is a legal guardian of the student.
(f) If a family member is unemployed, he needs to submit a letter declaring the month and year when he/she became unemployed.
(g) Siblings in the same school can submit all their applications using one single form.
